Applicants must demonstrate relevant experience, financial capacity and capability to:
- systematically plan and manage site safety by way of site safety management plans;
- systematically plan and manage the site environment by way of site-specific environmental management plans; and
- systematically plan and manage the quality of their work by way of development and implementation of Inspection and Test Plans.
Development of:

$1,000,000 up to $10,000,000
Applicants must demonstrate relevant experience, financial capacity and have specified management systems including:
- a NSW Government agency accredited OHS Management System in accordance with the OHS Management Systems Guidelines, 4th edition (Note that certification to AS4801 is not acceptable for this application);
- a quality management system certified to the requirements of AS/NZS ISO 9001:2000.
- systematically plan and manage the site environment by way of site-specific environmental management plans.
Development & implementation of:
- OHS Management Systems to OHS Management Systems Guidelines Ed 4
- ISO9001 Quality Management System
- Environmental Management Plans
$10,000,000 and above
Applicants must demonstrate relevant experience, financial capacity and have the specified management systems including:
- a NSW Government agency accredited OHS Management System in accordance with the OHS Management Systems Guidelines, 4th edition (Note that certification to AS4801 is not acceptable for this application);
- a NSW Government agency accredited Environmental Management System in accordance with the Environmental Management Systems Guidelines;
- a quality management system certified to the requirements of AS/NZS ISO 9001:2000.

Best Practice Accreditation
Contractors must be prequalified with the 2008-2010 Contractor Prequalification and Best Practice Accreditation Scheme for works valued over $2.5 Million.
Contractors are required to have evidence from independent 3rd party auditors that a satisfactory standard has been achieved during the preceding 3 years for:
- Occupational Health and Safety Management Systems
- Quality Management Systems
- Environmental Management Systems for projects over $10 Million

Federally Funded Projects
Acumen’s Services
The Scheme must be applied to all directly funded building work with a value of $3 million and above (including GST).
The Scheme must be applied to all indirectly funded building work where the Australian Government contribution to the project is $5 million and represents at least 50 per cent of the total project value; or $10 million, irrespective of the overall proportion
Applicants must be complaint to
- the National Code for the Construction Industry
- accredited wby the Federal Safety Commission
Applicants must satisfy the following criteria to obtain accreditation to Federal Safety Commission requirements:
- Evidence of an OHS management system (OHSMS). This needs to be certified to Australian Standard AS/NZS 4801:2001 Occupational health and safety management systems – Specifications with guidance for use or, alternatively, certified to OHSAS 18001:1999 Occupational Health and Safety Management Systems – Specifications. Certification needs to be undertaken by a Joint Accreditation System of Australia and New Zealand (JAS-ANZ) accredited certification body.
- Demonstrated ability to manage construction hazards and high risk activities.
- Records in relation to workplace safety.
- On-site audit results.
- Performance against the following focus points:
- demonstrated senior management commitment to OHS;
- integration of safe design principles into the risk management process;
- whole of project OHS consultation and communication;
- demonstrated effective subcontractor OHS management arrangements across building and construction projects;
- whole of project performance measurement; and
- OHS training and competency to deal with safety risks.
Development & implementation of:
- ISO9001 Quality Management System
- AS4801 or OHSAS18001 OHS Management System
Assistance with:
- Upgrading the OHS Management System to meet Federal Safety Commission criteria
- Making the ISO9001 Management System Code Compliant
